Bring your Expedition to a stop , with your foot on the brake pedal shift your transmission to NEUTRAL , then turn your selector dial to whichever setting you wish ( 2H / A4WD / 4 H) and then put your transmission in gear
it is for a four wheel drive, if yours is not a 4x4 then it is just up there.
There are a few reasons why a Ford Expedition 4 x 4 may be stuck in low. You can try switching to 2WD and backing it up a bit. This sometimes fixes things. You could also have a transfer case that needs to be replaced.

You may already know this from your owners manual but it's worth a shot. On my 99 Expedition I have to be completely stopped and place the transmission into neutral prior to going into or coming out of 4x4 low. There is a tech service bulletin out that talks about a shorted sensor in the transfer case caused by water intrusion. the "state" sensor is what is is called.

According to Cars.com the 2004 Expedition has a 28 gal tank. This was true for both the low-end LXS 4.6L and the top-end Eddie Bauer 5.4L so it would be safe to assume averthing in between was the same.
For the control trac 4x4 system , just to the right of the radio are buttons showing 4x4 auto , 4x4 high , 4x4 low ( on a 2002 Ford Explorer )
Might be a 4x4 cable on front axle. Disconnect it from the actuator or where it runs to underneath the battery. Once the cable is unhooked, it can not be in 4x4.
