There are a few ways. You can go to the Insert menu and go to Symbol and then Normal Text and you will find them there. If you hold down the Ctrl and Alt keys and then press any one of the vowel keys, you can get an accent over them.
There's different ways to get an accent over a letter. One of them is the cryptic code where you hold down alt then press certain code to a certain type of letter or sign with an accent over it. In MS Word you use the Ctrl and Shift keys in combination with the accent and the letter. So, for an acute accent over e, it's Ctrl + ' + e. For a grave accent over the letter a, it's Ctrl + ` + a. For a tilde over n, it's Ctrl + shift + ~ + n. For an umlaut over an o, it's Ctrl + shift + : + o. For some others (like for macron over vowel), you have to go to the Symbols tab under Insert menu.
