Well, I think you have to have the Arceus event activated (or cheat). You will get an Azure Flute. Go to the Spear Pillar (where Pokemon like Dialga, Palkia, and Giratina have appeared) and use the flute there. Then, you should see a staircase. Walk up it, and you should be able to battle Arceus.
