the bar on the lowest deck of rivet city; but you have to have let him live when you break out of 101 and then complete the quest 'trouble on the homefront' which shows up after your dad dies at project purity (go to megaton and look for the radio vault 101 emergency broadcast) and somehow get the overseer to let the residents of 101 come and go. you either have to pass a speech check (i think this only works if the 1st overseer lives) killing the overseer, or providing evidence of a impending coup by vault security in the little jail-room on the terminal.
in short: hes in the muddy rudder after completing the quest trouble on the homefront in favor of the rebels.

∙ 13y agoAfter you leave the vault the only way for you to talk to butch again is after the Miscellaneous quest "Trouble on The Homefront". The Overseer has to have stepped down or "died". After the quest he will be sitting at the bar in the "Muddy Rudder" In Rivet City.

∙ 12y agoComplete the quest Trouble on the Homefront the way Butch wants you to finish it. Then, with neutral karma, go to Rivet City and go down to the Muddy Rudder bar and butch should be there. You need neutral karma because without it, he will tell you that you are either too nice or too bad.
