Flash is not an HM in Pokemon Platinum. Instead, there is Defog, which has pretty much the same purpose.
comment: did you read the question? he is asking where is the TM flash not is flash an hm move? it is in the first cave before oreburgh city you must use rock smash

once you got 10 types of Pokemon, and cut TM, you go to vermilian city and go to dillegets cave and go through ot and when your out go down until you see a building go in and talk to the man with glasses AKA prof.oak's aid and he'll give it to ya!
