If you mean legendary pokemon, you can get Kyogre, Rayquaza and Latias in Pokemon Sapphire. Here's how to do it. Kyogre: During the game, before you beat the elite four, you're going to go to the Cave of Origin. In it's Kyogre. After you beat the game, go to Pacifilog town. Surf as far north as possible (you should hit some rocks), and then turn east. Surf east until you see a gap in the rocks, and go through it. Now surf north. You should come across an island with a building on it. That's Sky Pillar. Go through the entrance. Make sure you brought your mach bike along! Go upwards, and soon you should come across rooms with gaps in the floor. Whiz across these using your mach bike. It's hard at first, but keep trying! Eventually you'll get to a sun-filled room with Rayquaza in it. Save it first. Then try to catch him! (Rayquaza's at lv. 70). By the time you've done all that, a commercial should've been on tv reporting a sighting of a strange pokemon. That's Latias. Don't look for her. She appears in random all over the Hoenn region, so you'll find her at some point or another. Also, don't fly to catch her if you ARE searching for her. She'll have moved to another area by the time you get there, so travel by foot.

Go to sandgem town and go inside of lucas' house (the house with a sign next to it, really easy to find). Talk to lucas' sister (the girl with the red bow in front of the tv). Once you talk to his sister, she'll tell you about a rare Pokemon that's in a certain route she heard about on the news. Go to that route and look around in the tall grass (or water, if it's in a water route) for the Pokemon she told you about. Sometimes the Pokemon shows up when you take your first step in the grass (or water) or it takes a while, but don't worry, you'll find it.

one way to find rare pokemon in soul silver and heart gold is to have and action replay either the one for ds lite or dsi if the wild modifier cheat on the action replay is not there then you need to update the action replay care on your computer , you should have a leed that comes with it plug it into your computer and action replay and then click update and then there shoul be a list of games on the right hand side if not type up the name of your game and if it is there drag it into the left hand side with nothing in it once done then eject your action replay out and it should be updated , if not read the manual that comes with it and i dont know how to download the software so you will have to download it first to do this.
