The Azure Flute cannot be obtained legally in any games that it could appear in as the Pokemon Company has not held any events which gave it away via Mystery Gift. Cheating devices such as an Action Replay or a GameShark should have codes to start the event in the games, either by placing the item directly in your bag or by putting the Mystery Gift delivery man into the PokeMart for you to receive the item from. This is cheating however, and any Arceus under level 100 or in a PokeBall that is not a Cherish Ball used in WiFi battles against people with this knowledge would be spotted and you will have your friend code posted all over Pokemon battling forums on their blacklists as a hacker.
