By Car From the Bronx or Manhattan, take the Triboro (RFK) Bridge to Queens eastbound along the Grand Central Parkway. Exit at Astoria Boulevard, bear left and go straight on 23rd Avenue (just after Grand Central Parkway ramp) to 82nd Street. Left on 82nd Street to 81st Street. Right on 81st Street (name changes to 19th Avenue as it veers left) to the first traffic light. This is Hazen Street. Right on Hazen to the Rikers Island parking lot at Hazen and 19th. (These turns are only a few blocks apart.)

The only access to Rikers Island is the prison bridge.

By Subway and/or Bus

There are two ways to get to Rikers Island by public transportation: the Q100 or Q101 buses, or the Rikers Island van. The van travels over the Rikers Island Bridge to the Rikers Island Visitors Center.

The Q101 originates in Manhattan, at East 59th Street and Second Avenue. It will take you to Hazen Street and 19th Avenue in Queens, which is the entrance to Rikers Island. You will have to transfer here to the Q100 bus to travel over the Rikers Island Bridge to the Rikers Island Visitors Center.

The Q100 originates in Long Island City at 28th Street and Queens Plaza South, and continues to the Rikers Island Visitors Center.

The van currently makes one stop in Manhattan, one in the Bronx, and one in Queens. A Brooklyn stop and a second Queens stop are listed as "coming soon." To simplify things, this answer will give directions only to the stop in the Bronx. To get to the stop in the Bronx, take the 4 or 5 trains (of the 4-5-6, the dark green line) or the 2 train (of the 1-2-3, the red line) to 149th Street-Grand Concourse.

You will exit the subway at 149th Street and Grand Concourse. The Rikers Island van departs from 149th Street between Anthony J. Griffin Place and Park Avenue. Walk 1.5 blocks east on 149th Street to 149th Street between Anthony J. Griffin Place and Park Avenue.

To get there on the Q100 bus, take the R train (of the N-R-Q, the yellow line), or the E train (of the A-C-E, the blue line) or the M train (of the B-D-F-M, the orange line) to Queens Plaza. Then exit the subway and walk 2 blocks along Queens Plaza South (where the Queensboro/59th Street Bridge runs) to 28th Street. The bus stops at 28th Street and Queens Plaza South.

Note that Queens Plaza and Queensboro Plaza are two completely separate stations. The N and Q stop at Queensboro Plaza. Only the R stops at Queens Plaza.

As mentioned above, the Q101 bus originates at 59th Street and 2nd Avenue in Manhattan. The closest subway stop is the 59th Street Station (at Lexington Avenue) on the 4-5-6 and the N-R-Q. The next closest stops are the F to 63rd Street-Lexington Avenue, and the E or the M to Lexington Avenue-53rd Street.
