Vacuum belts can be ineffective even before they snap. After a period of use they can wear and stretch. If this happens the belt will not be able to turn the brush against the resistance of the carpet and therefore will not pick up debris the way it should. As a good recommendation you should at least change your vacuum's belt yearly, some models require a changing even more frequently.
