By removing the rug plate on the bottom of the vacuum. (there are two latches on each side) Then pull out the beater bar slip on the new belt push the beater bar back into place and stretch the belt over the shaft on the motor. Put the rug plate back on and you'll be good to go

Assuming you mean an upright vacuum cleaner such as a Hoover, which has a rotating floor brush/carpet beater, the rubber drive belt for that only needs to be replaced when it snaps.Not true, it largely depends on the type of belt your machine uses. Vacuum belts can be ineffective even before they snap. After a period of use they can wear and stretch. If this happens the belt will not be able to turn the brush against the resistance of the carpet and therefore will not pick up debris the way it should. As a good recommendation you should at least change your vacuum's belt yearly, some models require a changing even more frequently.
