It would be awesome if you were going to a party with Black Light, that way you could use flourescent paint. Outfit: Black Turtle Neck, Black pants.
Lay out your outfit. With glow in the dark spray paint, or if black light, neon paint...spray a thick line in the shape of your stick figure (arms, legs, torso, neck). Take thick rope or anything the thickness of the lines you want as your figure. Lay them out on top of your outfit.
Take Black spray paint and spray over everything. Wait until dry. Remove rope and you should have an outline of your figure!

p.s. For your head, you could purchase a headband, then glue toothpicks around the top, then attach some foam (find this at a craft shop) to the tops of the toothpicks & you have a round head :-)
