You break up with your boyfriend and then see if this other guy backs up his words with his actions. If he doesn't, you'd be smart to cut your losses. You would be doing your boyfriend a favor--it's lousy to be an unknowing 'back burner' just because you're scared that you might not be able to get the guy you really want. Let him find someone who actually wants to be with him.
The only way you can have this other guy is if he wants you to have him---and if you're smart, you won't enable his behavior by hooking up with him while he is still with this girlfriend. Keep this in mind if this guy doesn't rush to dump his girlfriend as soon as you break up with your guy. He might be looking for a 'side piece' rather than a new girlfriend.
People always think "oh, that would never happen to *me*" or "that person would never do that to *me*", but you know what? It does happen, and there are people who do that.
The fact that he's cozying up to you behind his current girlfriend's back speaks volumes about his character.
Even if he dumps his current girlfriend and starts dating you all the time, you'd better keep your eyes open and watch for that girl hidden just out of sight. You know, the one he'll be secretly flirting with and saying to, "If only you broke up with your boyfriend. . ." Because she'll be there, like it or not.
