u can make it from urethane or clay from like PLAY-DOH(you got to let it dry in the sun for a while) which actually works really good! You can also use wood from like a dowl. The clay idea and the wood idea are all retro but work good for fingerboarding.

ok so take a techdeck wheel and get some paper and roll the paper i to the size and fill it with silicone or uruthene and let it dry take it out if the roll and cut thr pieces that you want drill a hole half way trough and drill another hole the size of a axel and tada! complete.

EDIT: the drill bit size of the axle is "1/16 inch" and the drill bit for the hole half way through is probobly "1 size BIGGER" than "1/8 inch"

First you need a small lathe. Without a lathe you would be looking at dozens if not hundreds of hours of hand carving. You should be able to search and find small affordable lathes online or at local hobby shops. If you have access to a school, many school shop classes have a lathe you may be able to get permission to use.

With a lathe you simply spin Teflon or urethane into any shape you want and use the appropriate drill bits; you will need a piece that is circular about half an inch diameter and three inches in length (less or more depending on the size you want your wheels to be)

You should be able to find sources for teflon or polyurethane online; or at some local hobby stores. If you have a custom board shop in your area they may be able to supply you with what you need, or at least direct you to local suppliers.

You will need to create the proper shape so that it will fit your bearing size. I do not suggest trying to make your own bearings they are cheap enough to buy pre made.

It will take practice to be able to make sets of wheels that all match.

Don't forget to use eye protection; an eye injury costs a lifetime, safety glasses cost two dollars.

There are video tutorials online; however, answers . com does not allow posting of links so you will need to do some additional searching if you want something more in depth or visual as an aid.
