You cannot make teeth grow just by wishing. Just like any other part of your body, they develop at the speed that they need to in order to form properly. Hurrying them along would mean having weak teeth that would not work as well as if you let your body grow the way it's supposed to.

You just need to follow good nutrition and good dental care and they will grow in properly.

And try not to spend your whole childhood wishing you were older -- you miss a whole lot of fun that way!

You cannot normally regrow teeth as an adult. However, there is a UK-based organization called Odontis that is currently (as of 2008) experimenting with stem cell implants, placed into the gums where a tooth was, that will cause a complete new tooth to grow, virtually identical to the original tooth.
