no. the size of a pully makes little difference to its action on a rope as the only thing changing is how much of the rope is in contact with the pully and since the pully rotates it makes it no easier or harder to pull the rope.

There should be an extra pully. This pully appears to not go to anything, however it's job is go keep the belt tight. I don't recall the wrench size, I think it's 16mm. Put the wrench on the pully's center nut and push or pull towards the center, this should move the pully enough to get the belt off.

Measure the inside diameter and that is your nominal size.
The belt pully on most Cherokees is pressed onto the pump shaft. It will take the appropriate size gear puller to remove. The same remains on installing the pully on a new pump. The action of the puller has to be reversed and used to press the pully onto the new shaft.
