There is an adverse weather arrangement in China we call "Educational Bureau". It talks about arranging classes and transportation services. We take tropical cyclones and rainstorms as adverse weather. During amber or red rainstorm or tropical cyclone no. 1 or 3, classes and transportation services will resume as usual. During black rainstorm or tropical cyclone 8, 9 or 10, classes and transportation services will be suspended.
