Most US states have cooperative housing laws in the state's code of laws.

A developer who builds, or unites a community, into a cooperative housing community usually hires an attorney who writes the governing documents for the community that extract elements from the state's code that apply to that community.

The governing documents consist of the business guidelines and the community residency guidelines.

Because cooperating housing usually means that some entity owns the real estate, this is the basis for the business guidelines: the protection of the community and its real estate assets, the maintenance of the physical property and the preservation of the real estate values.

When people gather together and live cooperatively, rules and regulations guide residents' behaviour, especially centered on 'people', 'pets', and 'parking'.
