Matching instructions for the Clarion 1993 to 1999 banjo style remote. Using 2 keys, put one key in the ignition, turn the igniton on, do not start the car. Close the door, put the 2nd key in the door lock, turn the key to the unlock position and hold it untill you hear the alarm horn chirp, release the key. Press any button on the remote, you should hear a chirp from the alarm horn, press button on the 2nd remote, you will hear two chirps, 3rd remote will chirp 3 times, and the 4th remote will chirp 4 times, then lock the door with the key. Unlock the door, remove the key from the ignition, close the door and try the remote. You can match any remote to any car. You teach the car to respond to each remote.

after checking fob battery is ok put key into ignition , turn to first position, press the fob lock button, this should lock you in , press unlock and this will pop door locks back open . remove keys you have now reset the fob and alarm and c/lock will work remotely
Most factory remotes have to be programmed into the vehicles computer by the dealership, and cost a fair amount to have done - something about security...

you have to take it to a dealer.cost about 150.00 they have to program key to the car.
It seems like the 1998 grand marquis key-less entry model was the only model made where u would actually have to take to a dealership to have it program there as it requires a computer module to program it.. unlike the rest of all models where u would be able to program you're self.. with the key and keyless entry pin pad those procedures just wold not work on the 98 model.. have tried it out... and it not work..
Do you have the "valet key" (black FOB key with the auto-lock & 'panic' buttons are)? We had this problem with our '98 E320 and it turned out the battery in the valet key needed replacing.

The speed sensor on a 98 Jetta is located near the brake setup. It is on the passenger wheel area mounted to a bracket.
