Do you mean how to resize image? First open image from File > Open in Photoshop then go to Image > Image Size. If you want to edit image you can do that regardless of source of that image. Image can be scanned, captured by digital camera, created in Photoshop or any other software available on market. If Photoshop supports that file format (JPEG, TIFF, PSD, PNG and so on) then you can edit it.
To combine photos in Photoshop open your first image then got file>place and select your second image. You can then resize or move the placed image. You can change the oppacity by clicking on the layer you want and moving the oppacity down.
I find the easiest way for me is to drag and drop. Open the folder your images are in and drag the images you want to import into the photoshop workspace and drop them. You must first place another image from Image > Place or drag from another document, then click on layer with image (layer with image which you want behind) on LAYERS palette and drag it below layer with image to be above.
From Photoshop go to File > Automate > Photomerge or do it from Bridge, select photos you want to merge in panorama then go to Tools > Photoshop > Photomerge...
I think that no computer comes with such kind of software included in it. But there are many portable image editors as good as photoshop. What does it matter is your skill to manage image editors. A normal image editor may become a great tool if you want to develop your skills to edit pictures.
Find the picture and right mouse click on it select copy and then paste. Remember that Photoshop pictures when saved are defaulted to its own PSD file name. If you want another file type you must load the picture in Photoshop and then you must "save as" what ever picture type you want
Photoshop will not discard image data (if any) that is not currently visible on your screen. Also, in case you have only background layer it will be converted to normal layer. This is particularly useful when you want to crop image to different aspect ratio (ratio is width vs height) or to discard some parts of the image. Let's say you have image with dimensions 4000x3000px what is 4x3 aspect ratio. If you want to change dimensions to 1000x750px what is same aspect ratio (4x3) then you can type that dimensions in Options bar while using the Crop Tool and there is no actual benefit of unchecking Delete Cropped Pixels option if you want to keep image as it is without discarding some portion of it. It will be the same as using Image > Image Size dialog. The only benefit is that Background layer will be converted to normal. What if you want to change aspect ratio or to use same aspect ratio but to select only one portion of entire image? That is situation where this option comes handy. You can use same aspect ratio (you can crop to any specific dimensions using same or different aspect ratio) and to select only one portion of the image using the Crop Tool. When you hit Enter, Photoshop will display on your screen only selected portion of the image and remaining part which was outside of crop shield will still be there, you just do not see it on your screen. Select the Move Tool, click on the layer with image and drag to start revealing parts of the image which are hidden but not permanently discarded (parts that was outside of crop shield).
