The dots you speak of is actually a language for the blind and it is called Braille. You can search "How to read Braille" for more information.
The dots on this door say the word "CUT". If you use the move Cut on the door, the door will open.

Its rather easy just look for letters that are similar to real letters and then fill in the gaps for what fits at the worst you have to capture some unown and it should tell you what letter it represents
