Go to display settings and try to adjust the screen resolution. The screen resoultion you use right now is too low.
If you have an lcd monitor and let's say it has resolution 1024 / 768 and you select a lower resolution, like 800/600, the screen behaves in two ways:
stretches the image to occupy the entire screen, interpolating the pixels - will fill the entire screen
OR
occupies a zone somewhere in the middle of the screen, of the exact size of the setting. This will leave the black border you are talking about.
Solution: adjust the monitor settings. Be careful: selecting a resolution bigger than the screen will make only a portion of the screen visible, and the entire screen will scroll. Usually you don't want this to happen either.

Check your graphics card catylist and make sure you have same 64 or 32 bit (same as OS) download to find flat-pannel screen scan settings. This will allow you to over scan down to remove as much boarder as you like; then check the box allowing same graphics settings to be same as desktop settings.
I believe this laptop has an option in the BIOS to enable the option to "stretch" the display. You should be able to enter the BIOS by pressing Esc when you turn the computer on, and then press F1 when prompted.
