You can put the newer style floating wood floors onto a floor with tile. Also, if it is old VCT tile, there are glues that will allow you to use their product to glue the wood to the floor. Unfortunately, nail down wood is not acceptable.

I thus recommend using weight-lifting (well padded) gloves perhaps underneath work gloves (or just pick up some very durable work gloves). Anything to alleviate the shock to your joints and hands will help you accomplish a lot more with a lot less pain. Lastly, absolutely wear eye protection of some sort - you'll need it as the process will kick up things into your face.

I would guess a heat gun and puddy knife or scraper. Don't start a fire. Not an easy task. You can rent a vct tile remover from a rental shop which has a 6" razor scraper on it and it just vibrates as you push. They usually pop vinyl tile up easily but just a tar kind of glue sounds tough unless it's more brittle than soft. I hope this is on a concrete slab and not wood because you'll be able to be a little more aggressive and not have to worry about gouging the floor. Sanding is out because ounce it starts to heat up your disc or paper will be gummed up in a second. If possible just go over it with the new floor. If it smells, seal it. If it is high and low, pad it with floating floor foam underlayment.
