Generally the problem is with a broken blend door, not a bad actuator motor. A solution is available at www.heatertreater.net and additional information can be found by checking my other posts on this forum.

The door motor is replaceable but not repairable. It is probably a vacuum controlled type so make sure that there are no vacuum leaks.
Does your blower motor work? If it does and there is no heat the blend door actuator is probably not working and is not letting warm air into the vehicle. The blend door is staying in the cold position.
you dont, cause this motor does not exist from factory in 1998 expedition. only sohc
( 5 W 30 ) according to the 1998 Ford Expedition owners manual
starter motor need overhaul
This sounds like the common blend door problem on this model. The plastic door is driven by a DC motor that is geared too strong for the application. Over time the motor will overstress the door and break the connector. The same plenum box is used on the F150 and you can find information on the problem by searching for that model also. There is a video available on YouTube showing how to diagnose and repair the system. It is an expensive repair at the dealer, but you can repair it yourself with minimal skills. You can follow links on my bio page for pictures and additional information on how to diagnose and repair the problem.
