Remove the Right wheel and inner plastic fender which will allow you access to the tensioner side of the motor. There will be a few bolts holding into place on the block. Remove the bolts and remove the entire tensioner assembly. Reverse for replacement.
You don't. The belt tension is automatically adjusted via a spring loaded tensioner. If the serpentine belt is noisy or worn out prematurely. replace the tensioner. The belt should be inspected for cracks and other signs of wear. Replace worn out belt(s) before they break leaving you stranded.
Remove the serpentine belt. Tensioner is below Alternator. Remove the three mounting bolts on the tensioner baracket assembly. Replace entire unit.

You can't !! 1. make sure you're using the proper ( sized ) belt. 2. replace tensioner - it's spring loaded.
push back on tensioner, then re move belt.
The belt tensioner is located at the bottom of the power steering pump looking at it from the front the tensioner is on the bottom left. you could always loosen the alternator up a little. My 1997 with a 4.0 does not have a tensioner pulley, and I believe the 99s are the same. the alternator is the tensioner. Remove one of the bolts and it will swivel in and you can get the belt off
