My '95 galant s 2.4 has an electric fan with 2 fans. Not sure if you need to change the pulleys on them.
The water pump is located behind the timing belt cover. It is driven by the timing belt. If you decide to replace it, replace the belt and idler pullys at the same time.

Probably just a worn belt. The 99 Galant upper belt is easily tensioned and the lower belt is not too difficult to replace. A fair shadetree mechanic can replace both in 30 minutes for less than $20.
Well i cost me about $600 but I also had to replace 4 pullys
i am not sure where to get a diagram usually they are on the plastic cover over the top of radiator. but if not remember smooth pullys the back of the belt runs on and groved pullys inside of belt runs on
it is the belt by the alternator belt
according to Mitsubishi service manual on my car which is a 2001 4cil galant is every 60000 miles, yours shoul be around the same ..
Remove air box, pulley is located just under attached to engine block. Should remove bolts take off belt, and replace pulley and belt.
