Drill through the lock. There is a "gear" on the back of the lock. Try not to drill through it. After you drill through the lock you can use a screwdriver to turn that gear to the right position (RUN or ACC )depending on what kind of car you have. Then all you have to do is remove the steering wheel and mis. parts to get to a screw that holds the ignition switch in. Then remove the lock and install the new one.
The key and the ignition lock are badly worn. Try a different key if it doesn't fix it you need to replace the ignition lock.

Call a locksmith. They have the tools necessary to take the lock apart and pop the key out. Or at least they have the tools to pull the key out - perhaps without taking anything apart.
Replace just the steering lock unit. The tumblers are old, and they need to be replaces. After replacing the lock, go to a locksmith, and have him re-key the doors to match your new ignition lock.
Without the key you are going to have to drill it out.

The only way to remove the lock is with a key, you will need to get a locksmith to make a key to the old ignition so you can install the new lock set. Forcing the lock forward will damage the column and could be very expensive to replace.
The ignition lock seems to be broken.
You can have one made but it isn't cheap. Or replace the ignition lock with one from a junk yard. Though I had the same problem, new key $125, used lock $60, but found the key.
