For most towns, you use "by" (in some cases even "storby", meaning large town/city, and conversely, you can use "småby" (small town) for small ones). The word "by" is also present in the word for village, "landsby", literally meaning "countryside town". For villages, you can also use "tettsted", though I am unsure as to whether "tettsted" and "landsby" are synonymous.
