To sharpen a reel mower, put grinding compound on the blades. This makes the blades into their own sharpening stones. Push the mower around until it is easy (this is called lapping). Wash off the grinding compound. Make the blades so they go the right way again.

A reel mower doesn't use a deck per se. The term is usually used for the old sort of mower which is powered by human muscles. The cutting blades are inside an open cylinder. You actually see quite a few of them here in areas where people have tiny yards. Some reel mowers are powered however, but these aren't commonly used for lawns. Instead they are generally farm implements for cutting hay.

There is at least 1 commercially branded backlapping kit on the market for sharpening the mowers. It is not intuitive and internet-posted assistance on the subject is pretty limited. Backlapping paste is like liquid sandpaper, the grit is suspended in a sticky non toxic substance. I think the commercial kit is 80 grit. The kit comes with enough paste to do 1 or 2 sharpenings. You can also check with a hardware store that has been around for awhile, to ask if they know someone locally who does it. I sharpen them in NW Ohio. I use a range of grits down to 220 grit.
