The ignition timing is controlled by the ECU, and is not adjustable.
as far as i know it is the same as a 98 and you just need to unbolt the vct (the sensor in the middle of the cams) and then you can pull the front cam apart

you should check your owners manual but it MAY be fuse 20 (10A) in the passenger compartment (not under hood)
