There are a few things you can do. First wrap the hot water lines from the water heater to the faucets. You can also install a hot water circulation system that basically circulates hot water to the faucet 24/7. This allows you to have almost instant hot water each time you turn it on. You can also install a small on demand water heater near that faucet. It will produce hat water when the faucet is turn on. There is no storage tank on this type unit. They are very small and can fit under a sink.
One common cause of decrease of water-flow over time is buildup of calcium in the faucet muzzle. Try replacing the muzzle.
If all the settings on your water heater are set for optimal capacity, all you can do is buy a more powerful water heater.

If it is a standard Moen kitchen faucet, it's because the diverter piece in the faucet got some dirt in it, or the rubber parts of it are swollen from the water. Common problem, and an easy fix if you know (or can figure out) how to take it apart. Don't forget to turn the water off!
