DON'T delete you're system32 folder. You'll end up with more trouble than ever. Have you uninstalled a program or game recently? Sounds like it didn't uninstall correctly.
Microsoft has a number of tools (Fixit) that may help you resolve this problem. I'm not sure if any of them will correct this error, but it's worth starting here. At least it's free and reliable. Go to the Microsoft Support Fixit website. Start with the Diagnose and Repair Windows file and folder problems and Fix Windows system performance problems and see if it manages to purge the problem. Then work your way through the list to see if it has something that will help you stop the system 32 error.
This sounds like the remnants of a computer virus. It would be good to scan for malware and its remnants. The file likely got installed as a system device driver, and now it is missing. You can look for a program from Microsoft or System Internals known as autoruns and remove the entry that is trying to run the file. That is risky, so only remove this one thing unless you know what you're doing. Or if you are brave, use Regedit that comes with your computer and search for that line and remove it.

To restore it you have to delete your system32 files.

The System32 folder and its subfolders contain the core operating system files for your Windows installation. No matter what anyone tells you do not delete this folder. Tampering with any single file may make you computer a paperweight.

You might be missing some necessary files which are located in the system32 directory. If Windows wont Load, try pushing F8 after starting it and run a Restore or Recovery
