yes, but you will have to use twice as much milk and reduce other liquids by as much as the extra milk. So a recipe calling for 1 can of evaporated milk and 1 cup water can be replaced with about 2 1/4 cups of milk. If you cannot reduce any liquids then try using 1 cup of milk with 1/2 cup powdered milk to replace 1 can evaporated milk.

Regular milk should not be substituted for condensed, sweetened milk in a recipe because it would not produce the same results. You can make condensed, sweetened milk from regular milk by adding about 2/3 cup sugar to each cup of regular milk, then simmering it slowly until very thick and reduced to 1 cup again.

No. Evaporated milk is concentrated milk, with a higher protein and fat density than regular milk. Trying to substitute regular milk for evaporated milk will change the resulting food.

In theory, if you mix the can of evaporated milk with an equal amount of water, you have conventional milk, as evaporated milk is milk with 1/2 of the water removed.
