NO!
I think to answer that, I would have to look at your bathtub faucet. Sorry.
They all took their turn bathing in a large tub once a week, but there was no shower installed in the building - they were not all that common in homes or buildings at that time - most people still preferred baths.

I have found that the best way to keep window shades and blinds looking nice is to soak them in the bathtub. I just use warm water and a little bit of dish soap and then I drain the tub and turn the shower on to a gentle spray.
Do you mean water leak or water pressure at the faucet? If you are not getting water thru the pipes you may have low pressure, or there is some blockage in the pipes preventing the water from flowing. Lots of times dirt gets in the small holes in the shower head and the sinks faucet (right where the water comes out). You will need to turn the water off in the basin or the shower. Next, take a pair of pliers and remove the shower head, or the basin's spout head. Look in the piece you removed. Is there dirt in it? Clean it or replace the part. Turn the water back on. Hopefully it was only debris blocking your water flow. The entire faucet will not have to be removed. Only unscrew the spout's aerator head., or the showere head.
Unless it is a very strange arrangement, turning off the toilet on the first floor should only shut off the water to that toilet. It should have no effect on the upstairs shower.
You need to turn the taps off.
Shower, because you don't need the water below the surface and it is already dirty. It's like sitting in your own used dirty water so you'll be dirty anyways so why use water. If your taking a shower your using clean water and you can turn off the water when you don't need it.
