First you need to be romantic. It is the key. Do little things for her that say "I really think youre awsome" and build off of that.
I've done this a few times, but it only seems to work with ones who can take a joke (aka keepers.) Just come right out and tell her like it's nothing. If you really mean it, smile too. Don't be TOO serious about it: obsession is usually what creeps people out (it works both ways.)
