It is imposable to unblock a content filter. One thing though you can do is before the title of the website first type Https:// you must type that correctly. This is one of the ways you can do this. So for example do Https://YouTube.com.
You can't "unblock" it. You'd have to go around it with a proxy server... but doing so puts you at risk of viruses, having your passwords stolen, etc.

You can unblock a Gmail user by removing the filters. Filters are the ones that block somebody. Removing filter will reverse the effect.
A URL filter uses a URL database with verified domains to block domains while a content filter guesses the nature of each page of each web site "on the fly" URL scanning web pages for words.
use a proxy to get round the filter eg; eggblanket.com
grep filename "http:" assuming that the URL's you want to find being in http.
Use a secure proxy. And then the CIPAfilter -- which was designed to do this -- will notice that you did, and blacklist the proxy. Basically, when you try to circumvent it, you become a spy working for the filter. ;-)
