If you found an iPod Touch, you should turn it in to the local lost and found, but if there is none, then there's not too much you could do.
You would have to restore the iPod through the user's account, but you do not have the account, so restoring would be near impossible.
just restore (same as reset) the ipod.
there are 2 ways to do this:
1: hook it up to iTunes the click retore.
2: (the easier way) hold down the power button for a REALLY long time, 5-10 minutes, (it feels long when you are holding a button)

You have to have unlocked the iPod Touch, and then go to the settings, and then your passcode settings. Enter your passcode to stop the use of the passcode on your iPod.

When speaking about iPod Touches, 'passcode' and 'password' are two synonyms for the same meaning. 'Passcode' is used more often, though.
Unfortunately, the only way to bypass a passcode is to restore.
You would have to reset your i touch by connecting to the computer, going to iTunes, then completely reset it.
