Go to software update after plugging in itouch and tapping it's name. Then do software update. Most updates don't delete anything.

No it does not. All apps from installous are free but you will not be able to sync the apps into itunes. you will not be able to sync unless you delete the apps. If you get appsync from cydia you can sync apps without deleting.
Apple makes sure that all the app developers update the apps to work with the newest OS updates, so in short, no. But if you have internet access to get the apps, and a computer with itunes, you can get the updates no problem.
You can not update a deleted app. you must reinstall it (doing so should give you the latest version).

Restore them. Click apps on your iTunes and out the apps back on. Any if then that aren't in iTunes, just download them again.
