You can use any torrent client you would like such as BitTorrent,uTorrent,Transmission.
You need a client such as Utorrent to download the file
The best place to download uTorrent is from http://www.utorrent.com. This is the official uTorrent website, and will have betas and the latest editions.
uTorrent is a BitTorrent client (and for the sake of this question I'm going to assume the usage of it is legal), it's function is to take .torrent files and use them to fetch files of whatever it is you are torrenting from the seeding machines. It is not, in itself, a game client. You cannot 'save PC games' from it.
uTorrent is a bittorrent client. It allows you to download extremely large files in a fraction of the time a classic download would have taken.

Using a bittorrent client. Using utorrent is recommended, get it from http://www.utorrent.com
Nowadays, all the torrent clients are working on Windows 7. I use Utorrent, which is also compatible with Vista and XP.
