Your neice by marriage
I think it's Uncle by Marriage.
She would be your niece. You're her aunt by marriage !
uncle
She's just another person in your life. She has no relationship to you as far as family lineage, not even by marriage. Your stepfather, also, doesn't really have any relationship to you except by marriage.
No, your brother's brother-in-law is not related to you unless you and your brother both married children of the same parents and they had another brother. but the the brother-in-law relationship is not through your brother and his marriage, but because he is the brother of your spouse. Technically, the proper introduction would be, "This is my brother's brother-in-law" as there is no direct relationship between the two of you.
If your wife's son is also your son, then he is your brother's nephew and your brother is his uncle. If your wife's son is a child from a previous, or subsequent marriage and is therefore not your son, he is not related to your brother unless you have adopted him. If you have adopted him, the relationship is the same as if he were your biological child.
