The cover letter is to get you in the door, not to offer excuses. Explain why you are interested in the job, and give two or three reasons why your qualifications match.
If the gap in your experience is large (more than 1-2 years), you will need to assume this will be questioned and you need to indirectly explain in a positive way why you are still agood candidate. Your qualifications might, in this case, include ongoing study, ongoing practice on your own, or active participation in non-work activities like professional organizations.
