Weatherzone senior meteorologist Brett Dutschke said the cold front ploughing through the state over the weekend was behind the Antarctic snap.

"This low, over Bass Strait, has been driving heavy bursts of rain over the city and surrounding areas and generating strong and gusty winds,'' Mr Dutschke said.

Snow also fell in the alps, with Mt Hotham sinking to a low of -5C in the morning, while it was about -3C for most of the day at Mt Buller.

Early morning thunderstorms could cap off the miserable weather before the system hits the state's east.

Overcast skies and clearing showers will see the forecast temperature climbing towards its winter average 13C, where it is set to remain until Thursday before sunny skies take over by the end of the weekend.

It was also chilly in the outer suburbs. Ferny Creek in the Dandenongs has registered just 5 degrees, while Essendon Airport hit 7.9 degrees.

Geelong managed a relatively balmy 11.2 degrees just before 2pm.

"It's been one of the coldest winter days we've had in a while,'' said Bureau of Meteorology forecaster Tracey Malmborg.

"The temperature of 8.5 degrees was also recorded in 1995. It was even colder in 1986, at 8.2."

Ms Malmborg said it rained through most of the state on our coldest day in 17 years.

"It was really showery across the state, with most of the showers in southern parts Victoria," she said.

"The highest rainfall was 23mm, recorded at Mt William in Victoria's west, between 9am and 3pm."

Mt Hotham recorded a low of -5 degrees in the morning, while it was about -3 degrees for most of the day at Mt Buller.

According to ski.com.au, 15cm of snow fell at Falls Creek, while a 10cm cover fell on Mt Hotham
