Wallpaper removal can be easy or tricky, depending on the type of wallpaper, your time, and your patience. Next time you paper, consider using a repositionable, removable, and reusable wallpaper and you'll not only avoid the trouble associated with later removal, but you'll be able to install it yourself without the use of glue, paste or a professional paper hanger!
As for removal, some of the heavier or vinyl papers will peel right off. The first thing you want to do is put down a drop cloth or plastic in case it becomes a messy project. If it doesn't peel off easily, then you are going to have to "assist" it by wetting. You can purchase commercial wallpaper removing products, but moisture is the key necessity and water will suffice. You can rent a wallpaper steamer or you can wet the paper and wait 20 minutes or so and then try removing with a scraper, taking care not to damage the wall. There are tools you can purchase to score the surface before wetting to allow the water to seep through more readily. The water can be applied with a sponge, spray bottle or whatever means you find works without having water dripping down the wall and puddling on the drop cloth. If the paper doesn't come off easily 20 minutes after spritzing, then wet and wait again. This is where the patience on your part comes in.

You don't have to remove old wallpaper to hang new wallpaper, however, depending on the quality of the new wallpaper it might look better if you do remove the old paper first.
