Mary wears a harness (under her costume) that is attached to two small wires, that go up above the stage. They can control where Mary goes! Up, down, side to side, all over! At the end on the Mary Poppins stage production Mary flies above the audience heads. Two wires are hung above the audience (which are usually visible in light) and Mary flies above the audience to the ceiling. Similar effects were used in past Broadway productions of Peter Panand Witches of Eastwick. Somewhat similar effects are used today in the Broadway production of Spiderman: Turn off the Dark.

She flys in the movie but there is no Mary Poppins in real life so no she doesn't. She also flys in the play on Broadway in the show I saw.

Trick Photography, coupled with a magical umbrella. I have heard of Pennies from Heaven but this is ridiculous.

Magic. If you're asking how the special effect was done in the film, they used the sodium vapor process, which is similar to blue screen.
