There are two ways this can happen. A leak on the suction side of the circulator will suck air into the system when the pump comes on. The second way is when a pre-charged expansion tank blows and allows it's pre-charge of air into the system.

Both causes will require repair and then re purging the system.

There is also some amount of dissolved air in freshly supplied water and it will form bubbles as it is heated and circulated, but these should be removed by automatic air vents properly installed in the system, usually BEFORE the main circulator.
