The first step is to make sure it is fungus. It is possible to have fungus on the hands but it is not nearly as common as having it on the feet. You should see a doctor to be sure of the diagnosis.
If it is fungal then antifungal creams that are marketed for foot fungus and "jock itch" may work. Some hand fungi can be difficult to treat and you may need prescription medications.
Other problems like eczema can cause an itchy rash that looks similar. They might respond to steroid treatment and frequent hand washing would make them worse.
