ms stands for milliseconds and the smaller the number the better, especially if you watch a lot of sports and fast action movies. This is usually not a problem with regular TV shows or movies. A response time of 5 ms or less is most desired in a TV. 3 or less is best. A plasma TV usually has the fastest response time, but there are LCD's that are comparable.

How will the picture from an HDMI cable look if it is used with a 720p lcd tv?

An HD LCD television will be able to handle any HD incoming signal inclusing 720p and 1080i. It will also handle any SD signal. The picture will be as good as the source. If the source is HD, you should expect to see HD quality. If it SD, expect SD quality. The HDMI cable merely passes data from the source to the television and does not affect quality of images.

Bluray is a digital storage format and the signal chain from disc to television remains digital. Players are different in that they support different features and have different user interfaces. These don't have any affect on the output image quality.
