A polarized ("polar") capacitor is a type of capacitor that have implicit polarity-it can only be connected one way in a circuit. The positive lead is shown on the schematic (and often on the capacitor) with a little "+" symbol. The negative lead is generally not shown on the schematic, but may be marked on the capacitor with a bar or "-" symbol. Polarized capacitors are generally electrolytics.

A capacitor basically is an electrostatic devise that holds electric charge. A capacitor has two plates and when a direct current is applied to the plates, one plate become charged with electrons (negative charge) and other side will have a vacuum of electron (Holes). So a capacitor can hold a polarised charge depending upon the capacity in Farads or micro farads. The capacitors can be used for holding charge for micro-devises and memorize polarity of a a potential difference applied.

A polarised capacitor is one that can only have a voltage applied to it with the right polarity.

Electroytic capacitors provide a large capacitance in a small volume but they are polarised and have a positive terminal and a negative one. They are damaged if the voltage is applied wrongly.

They usually are (the case is the ground side) , but that is not a requirement. It's what they're made of the makes them "electrolytic".
