Smoking can affect someone intellectually by making it harder for them to concentrate which can lead to difficulties when, for example, completing a simple crossword or Sudoku puzzle, or even when reading.

Smoking tobacco, as in cigarettes/cigars/hookahs, doesn't directly affect your mental health although there is a chemical in this material called nicotine. Once your system has been exposed to some amount of nicotine, a type of re-wiring occurs in your brain. The physiological effects are such that you brain does not operate as efficiently without the added nicotene effect. When someone's been smoking cigarettes for years and they are encountered with a stressful situation, smoking a cigarette will often times calm their nerves because they're putting the nicotene into their system allowing their neural synapses to fire at a higher efficiency. Also once this addiction has occured, and there is any length of time where that brain is deprived of nicotene, people tend to become cranky or irritable. Don't worry though, it's just their systems way of coping with the lack of a chemical they've so fond of.

If you're talking about smoking other substances, like anything psychoactive, that's a different story. While there's still the possibility of forming an addiction similar to nicotene, you run another risk that could be quite detrimental to your mental health. Studies so far have failed to show a direct link between smoking psychoactive compounds and mental disorders, but it's commonly understood in the medical community that there is a possiblity to sort of activate a sleeping disorder. An example of which would be how some people that smoke marijuana develop schizophrenia. It's not that smoking marijuana causes schizophrenia, but if you have a genetic predisposition towards having that mental disorder the marijuana will antagonize that factor in your makeup until it becomes what you don't want.
