You will multiply the number of Rock type monsters that you removed to 700. The result will be the attack and defense of Mega Rock Dragon.
Say you remove 15 rock type monsters, Mega Rock Dragon will have atk and def of 10500.
in addition, the atk will stay at the 10500 even if more rock monsters are removed from play.

Because of that, it is perfectly fine for Prime Material Dragon to chain his effect to Trap Hole.
