An entitlement is a program that requires the government to provide payments and/or other benefits to every person who is eligible for them - i.e., the program cannot be closed or limited for budgetary reasons. The only way to reduce expenditures in an entitlement program is to reduce the potential number of eligible persons by changing the eligibility rules. This, as one may guess, is not popular and, therefore, not likely to be enacted by politicians who wish to be reelected.
