The new model M3s (E90/E92/E93) all have a limited top speed in the U.S. to 161MPH, though delimited with a chip, or in Europe, they can do about 190MPH.
The previous model M3s (E46) in US-spec trim could do 155MPH limited, or 170MPH delimited. In Euro-spec trim (different tuning, gas and tires) had the same limited speed of 155MPH, though they could do 174MPH delimited.

The top speed depends on a couple of things: Which M3? Stock tires or aftermarket? Is the car electronic limiter taken off? If you are talking about straight out of the factory all of the M3's are limited to 155mph. The new M3 aka 2008 can achieve a top speed of 203 mph however once it has been delimited.

All bmw's (U.S. spec)have a limited top speed of 250 kph (155 mph), only exceptions are v8 M3 limited to 161mph and Alpina's. Alpina (a company like Saleen/roush is for fords) sells the B7 a modified 750i no limiter will go 189mph, but still has a warranty and is serviced at BMW dealers.
The Z3 2.5i can go 140 mph or what ever your wallet can afford for the speeding ticket.
